Public garbage cans are rare! There are two main places I look to when it comes to throwing something away: the station or convenience stores.
Even then, they can be difficult to find in the stations, and not all convenience stores have garbage cans outside their establishment.
Rare as they are, Japan does a nice job at presenting multiple bins for recycling purposes.
On a side note, many garbage cans in the stations are clear to help deal with the loonies out there who want to leave bombs laying around.
